Local 323 Dental Program - 2021 Rates and Benefits!!
The Dental Program is sponsored by Mail Handlers Local 323 for our Regular Membership as well as any Postal or Federal employees who choose to affiliate as an Associate Member. This program utilizes the HealthPartners Regional Dental Network to provide coverage throughout the plan area. The plan has an effective coverage date of January 1, 2021 and any new enrollments or changes need to be received by the Local 323 office by December 15, 2020.
November Update - From the Local President
We’ve made it through the election mail deluge and find ourselves preparing to plunge head-first into peak season. In the meantime, a surge in the number COVID-19 cases is continuing to diminish the number of people available for duty. While peak season has always been chaotic, the current circumstances have created the potential for the situation to become extreme. We all know that peak season requires perseverance, but perseverance is something that occurs with time. We need a starting point, or path of sorts, to guide our way through peak season. Something that can be followed today, tomorrow, and throughout this period. This begins by adopting a mindset that you will put your health and safety above everything else. Continues …
October Update - From the Local President
Ok, here we go. I’m going to let it roll a little bit here. So, this month’s column comes with some words of warning: If this gets lengthy, you knew I was Jeff when you started reading.
We’re definitely in the midst of several difficult situations. We haven’t seen the COVID-19 pandemic subside. If anything, we’re seeing an increase in infections as well as exposures. The impact to the workforce is being amplified by those increases. This impact hasn’t been limited to operations. Most of our Branches have experienced Representatives who were infected or required to quarantine. This has required the remaining Representatives to pick up an additional workload and I can’t commend them enough for rising to the challenge. Our Representatives have clearly demonstrated their commitment to the Membership of their Branches. Continues …
September Update - From the Local President
Moving forward during difficult times tends to present a unique set of challenges. This is particularly true if it’s necessary to adapt an approach to be more responsive to circumstances. Still, we can’t be deterred from making necessary changes solely because times are difficult. It would be easy to sit back and wait for things to return to some semblance of normalcy; but the path of least resistance is seldom a path of progress. Continues …
August Update - From the Local President
There are times when so much is going on that I don’t know where to start this column. Sometimes I begin with a broad overview of current issues, which then turns to specifics. While that approached has been appropriate at times, there have also been single topic columns which have gone into some detail. The latter usually involved major issues like contracts. I’ve been criticized for going too far at times and it’s been suggested that I write too rigidly for general consumption. Both criticisms are probably well founded. There are paths on which I tread lightly because I know I’ll go too far; and some topics are just inherently rigid.
My objective has always been to share the view from my chair with the Members who put me in that chair. I strive to share this view as completely as possible and there have been times I’ve been brutally candid. The opinions I’ve expressed have always considered the potential effect any issue may have on the Mail Handler Membership. Still, my opinions are no better than anyone else’s; they come from one Mail Handler, in one Local Union, who’s just been in a position for quite a long time. To be sure, I’ve acquired many dents, scratches, and miles, during more than two decades as your Local President. Well, on August 1st, the odometer turned over again. That’s the day the Officers of Local 323 began their three-year term of service to the Members. Continues …
Kathy Schultz Released!
Effective July 31, 2020, Kathy Schultz was released, that is, from her employment with the Postal Service. This was the date her retirement became official.
Kathy served the Minneapolis Branch for more than two decades as a Steward and Chief Steward. She also served on the Local Executive Board, first as Recording Secretary, and then as Vice President. We all wish Kathy the best in retirement. Although, she will continue to work with us in marketing the Mail Handlers Benefit Plan; so, I guess you could say she is semi-retired.
In any case, congratulations Kathy!

July Update - From the Local President
To be sure, we are living in tumultuous times. The issues are well known. Most people have opinions regarding their cause as well as opinions regarding the solution. Of course, anytime someone expresses their opinion, they are immediately categorized as belonging to one camp or the other. Such is the nature of the divide which runs through our society. Moreover, some things never seem to get fixed, at least in a lasting sense. It doesn't seem to matter how many times the causes or solutions are identified.
It is not my job as your Local President to fix the problems of the world or to turn this website into a platform for societal change. Neither I, nor the Local Union, have ever endorsed a partisan candidate for office or taken a position on a divisive political issue. Considering that partisan politics create the government which oversees the Postal Service, maybe this approach is naive. Still, I prefer to limit our political activity to lobbying representatives of both parties on Postal issues. I trust that each Member can make up their mind on what issues are most important to them. But let’s turn our attention to one of those things that never seems to get fixed. Let’s talk about the Postal Service. I will start with a statement I made at last month’s meeting of the Local Executive Board, “I have never been more concerned for the future of the Mail Handler Membership, the Union, and the Postal Service, than I am right now.” Continues …
2020 Matt Lopez Scholarship Awarded!
The 2020 Local 323 Matt Lopez Scholarship has been awarded to Udochukwu Abraham. Congratulations! Udochukwu is the son of Minneapolis Branch Mail Handler Uchechi Nwakwue. The Local Union Council wishes Udochukwu the best in the pursuit of his education.
June Update - From the Local President
Are things beginning to return to normal? In some cases things are moving towards normal, or what we considered to be normal in the past, while in other cases nothing has changed. We have removed the plywood covering the front windows and doorway at the Local 323 office, my favorite Mailbox has been returned to the corner, and we are in the process of removing graffiti from the side of the building. Although, removing graffiti from the building has been a regular enough occurrence that it seems normal.
Things have not changed regarding the COVID-19 pandemic. It has not gone away. The Local Union continues to support compliance with CDC guidelines in the workplace. Continues …
Mail Handlers Respond to COVID-19
Throughout Local 323 Mail Handlers continue to make the responsible choice. They have chosen to protect themselves, protect their families, and protect their coworkers by wearing masks and by practicing social distancing.
The Local Union fully supports compliance with CDC guidelines at work. Might be a good idea outside of work as well.

May Update - From the Local President
Another day in the pressure cooker? We continue moving forward during some of the most adverse conditions that we have ever faced. We are fully engaged on the legislative front with writing letters, sending emails, and phoning our Congressional representatives. Our purpose is to advocate for legislative relief for the Postal Service. Our efforts at additional career conversions are in full swing and we are seeing some successes in that area. Implementation of the 2019 National Agreement remains underway and grievance activity remains as steady as ever. Meanwhile, we are dealing with issues related to the COVID-19 pandemic which need to be continuously monitored. And most recently, the Local Office had been impacted by the civil unrest which is occurring throughout the cities of Minneapolis and St. Paul. Continues …
